To: All DOC employees
From: Secretary of Commerce Gary Locke
Subject: Constitution Day

On this day 222 years ago, our Framers penned their names to the U.S. Constitution.

Today, on Constitution Day, we celebrate a document that forever enshrined the rule of law as a cornerstone of the American experiment. The Constitution created a new form of government—one intended to establish justice, ensure the safety of its citizens and promote the country’s general welfare. To that end, the Framers created a system of checks and balances to ensure that the pursuit of a more perfect union was continually weighed against the rights of individuals and the states.

Our Constitution has proven to be an unquestionable success. It is a document that some, including the Framers, thought was imperfect, yet it remains the framework for our representative democracy and has endured through periods of prosperity and difficulty. Amended 27 times, it continues as the foundation of our nation and the blueprint of our national identity, an elegant work possessing both strength and flexibility.

This fall, the Constitution has an added layer of significance for employees of the Department of Commerce. We are set to carry out the Census that the Constitution requires occur every 10 years. In 1787, just as today, it was understood that for a representative democracy to carry out its duties, an accurate accounting of the population is essential.

In a subsequent broadcast e-mail message, you’ll find links to resources that offer a wealth of information about the Constitution and its history and principles, as well as about activities and events celebrating Constitution Day. The information and activities offered are intended to inspire an appreciation of the role the Constitution has played in protecting our freedoms throughout more than two centuries of political change, social transformation and economic challenge. These events and information sources will also help us, as Federal employees, to increase our knowledge of the history and purpose of the Constitution that we have sworn to uphold, protect and defend.
