That line is from Alexander Pope's famous mock-epic poem, The Rape of the Lock (Canto III, line 7) .

Written in 1714, the poem satirizes high-society life, and the line refers to Queen Anne ("great Anna") at Hampton Court . The humor lies in the wordplay: she "takes counsel" (governs the realm) and "takes tea" (engages in trivial social ritual), highlighting the mix of serious politics and gossipy court life .

Bonus fact: At the time, "tea" was pronounced "tay" to rhyme with "obey," which is why it works as a couplet .
